Members can remove their payment profile if the organization allows them to.

In Portal Settings, make sure Do Not Allow Members to Delete Payment Profiles is not checked. 

Being able to View Members is a sub-admin permission. If it's not enabled, then the user cannot see the members list on their app. Please reach out to our support team for assistance.
