Hi there- Reviewed this with our support team and based on what you described, it is possible to cancel a registration without creating a refund. If a registration is paid, when an admin is canceling a player there is a checkbox in the window that says "Create Prorated Refund Request." If this is CHECKED, it will create one full refund if all dates are checked or prorated individual refunds individual dates that are selected from the list. 

If it's UNCHECKED, the registration will cancel and a refund will not be generated. Does this solve your issue? (see screenshot below)

When reviewing with our support team we also discussed that a good update here might to be simply renaming the checkbox that initiates this refund so it's more clear that you will create a refund request if checked, and no refund request if unchecked.
