We have a feature coming in our next release that let you AUTO assign packages based on memberships.  This way you can reload "free" punches of any reservation type or event that get auto reloaded each month.  This should solve your issue! 

Joanna, we developed this for "all" possible tax rates.  Some tax rates are up to 3 decimals in the states.  13.000 is the same as 13.

Could you provide a bit more detail on what you mean by it needs to work the same way as Reservations?
